Focusing on Foreign Trade of Electronic Information Products
Realistic conditions of the development of foreign trade of electronic information products
Domestic product supply and overseas demand for product, technical support abroad and domestic demand for technology and smooth trade channel are the essential conditions of the development of foreign trade of electronic information products.
1. Highly developed electronic information manufacturing industry in China
Depending on adequate reserves of capable people and rather accomplished industrial base, China has become the second manufacture base of electronic information products in the world, forming four manufacture bases such as Pearl River Delta, Yangtze River Delta, Fujian Xiamen coastal areas and Round Bo Sea Areas. And there forms production scale in three provinces of Northeast China.
2.Great Demand in the market of Russia and North Korea
Different from the European part of Russia that prefers high-level import products, economic development in the Far East part is rather backward, and there are not so rich categories of products in the market and furthermore there is unbalance of fixed industrial structure in Russia, so there is big scope of demand for electronic information products.
North Korea is a country of less developed industry and in shortage of raw materials and demand for all kinds of commodities outweighs supply in the market at present, so middle-level and low-level products will prevail. Today, facing the opportunities of international transfer of electronic information industry, such countries as Japan and South Korea transfer the production base to the area of cheap labor resources and big market in order to occupy global market, the best choice of which is China. And furthermore, three provinces in Northeast China have regional advantages of meeting industry transfer.
4.Port is the window for opening up
Tens of ports on land and on sea and in the sky which China opens in session are next to Russia such as Xunke, Fuyuan, Mohe, Huichun, Tumen and Yanbian and North Korea opens Luojin-Xianfeng foreign trade area under the direct administration of central authorities. All these ports are the necessary road of the exchange of staff and goods and also the base of border trade. Hereinto, Heihe, Suifen River, Huichun and Dandong establishes border economic cooperation areas and Huichun and Dalian establish state-level export and processing area, all these area sharing preferential policy will play an active role in expanding export and attracting foreign capital.
Main ideas of development of foreign trade of electronic information products
1. Establish export base for electronic information products. The products are positioned in middle-grade household electrical appliances, computers and electronic components and so on that Russia and North Korea are in great demand for. Some measures are taken to attract Chinese advanced manufacturers to set up export offices and representatives and at the same time attract enterprises specialized in foreign trade of electronic products to exploit the market in Russia and North Korea, taking export base as the port of exporting the products of Chinese advanced enterprises in mainland to Russia and North Korea.
2. Develop processing trade outside border. “Going Out” is higher than the development stage of products export.
3. Encourage enterprises specialized in electronic information products to establish export wholesale market in cities in the other bank of the border river. The biggest advantage lies in that enterprises are able to master dynamic information of foreign market in time and understand the sale of products to adjust product structure according to the change of markets so that they can gain economic benefits.
4. Establish high-tech zones to attract electronic information enterprises in Japan and South Korea to make investment and set up factories and treat border areas are the first spreading place of advanced information technologies from Japan and South Korea, spurring the development of Northeast China.
Suggestions on measures of promoting the foreign trade of electronic information development
1. Establish auxiliary establishments and create favorable development environment
In order to attract Chinese advanced enterprises to set up representative offices and also attract Japanese and North Korea enterprises to invest, in existing economic cooperation area and export and processing area in border area of Northeast China, the infrastructure of energy resources, transportation and telecommunications should be improved and at the same time new export bases should be set up. In soft environment, a series of service should be set up. These include to simplify procedures, improve work efficiency; enforce the establishment of legal system and protect the legal rights of investors; make best of policy and power granted by the state, provinces and cities and set up complete preferential policy system and make policy put into force in compliance with the principle of WTO.
These also include to establish comprehensive Internet service system of import and export of electronic information products in Northeast China by taking advantage of today’s advanced information technology and developing the information resources already held by local area, integrating multiple functions such as collection of data, policy inquiry, information of demand and supply, electronic commerce and attracting investment in Internet, which make it become the platform to announce information by local governments, export bases and enterprises and the center where foreign investors get to know Northeast China and exchange with the provinces there so that it can provide comprehensive service to export of electronic products to improve the external soft environment of export.
2.Alliance of Governments, Associations and Enterprises to Exploit Market
In 1990s, the border market was filled with some poor light industrial products, insulting the name of China’s products. In order to redeem the image of China’s products, especially promote the characteristics of high quality and low price of electronic information products, it is necessary to launch promotion activities and actively exploit markets. During this process, government, association and enterprise should play an active role. Government should give full display of resource advantage to launch exchange and mutual visit with local governments outside border, and establish platform to address enterprises to communicate with enterprises out of border. At the same time, associations and chambers of commerce should play an active role, and launch self-discipline of industry to guarantee the quality export products to set up the image of China’s enterprises. Furthermore, governments and associates should further strengthen the promotion of total image of enterprises specialized in export of electronic information products in international market.
3. Enforce the supervision of market and regulate foreign trade of electronic information products
While promoting the foreign trade, it is necessary to regulate all process of trade. Make efforts to check and quarantine the import and export commodities and manage the commodity market. And business administration department, quality and technology supervision department and institutions in charge of checking and quarantine of import and export should do their best to strengthen management and make effective check and supervision of quality of import and export commodities. In addition, aiming at tax loss and chaos of exchange in border trade, it is necessary to strengthen supervision of taxes, put settlement of border trade into banking system. Commercial banks add settlement nets in the area of border trade. And it is necessary to crack down illegal exchange deal and abolish “vendor’s bank”.
